When to run: On each new order, after the watched backfill.

Ask me first:
- Which fields to keep among SKU, source, tags, and risk.
- Whether to include test orders.
- Quiet hours when Telegram should stay silent.

Give me:
- One Sheet row per new order.
- A Telegram ping outside quiet hours.

My approval is required for:
- Fulfillment.
- Refunds.
- Any customer message.

Never:
- Fulfill an order.
- Issue a refund.
- Message a customer.
